On March 2, 2010, The Department of health and human Services issued an NPRM proposing the establishment of two certification programs for purposes of testing and certifying health information technology. A temporary process would be put in place to ensure that technology was certified in time for health care providers to seek the incentive payments available for "meaningful use" of Certified EHR Technology. The second proposal would establish a permanent certification program.
